ENGLISH SUMMARY

Srinagar: The Jammu and Kashmir Police have arrested Kashmiri Pandit activist Rakesh Handu from Faridabad, Haryana, in connection with a cyber-terrorism case. Supporters, questioning the allegations, have called for a fair and transparent investigation.

Rakesh Handu, also known as ‘Bunti’, was arrested by a team from the Baramulla Police at his residence in Faridabad on October 17. The action is linked to an FIR registered at the Baramulla Police Station in North Kashmir. The case has been registered invoking sections of the Information Technology Act related to cyber-terrorism.

According to the FIR, registered on September 12, Rakesh Handu is accused of disseminating electronic content via a publicly accessible social media account. Reports indicate that, as per investigative documents, the content in question was linked to an organization called the ‘Resistance United Liberation Council’ (RULC).

The case was reportedly registered based on a complaint filed by Rohit Raina, an employee under the Prime Minister’s Rehabilitation Package who works in the Finance Department in Baramulla.

However, the reports do not mention any final judicial verdict regarding the allegations; therefore, these accusations cannot be construed as proven offenses. According to reports citing police sources, the police had issued a notice for Handu to appear before the investigating officer; however, he failed to participate in the investigation despite being summoned multiple times.

Meanwhile, reports indicate that Handu has stated he resides in Faridabad and is unable to travel to Kashmir due to security threats. He has reportedly requested authorities to allow him to participate in the investigation via video conference.

Further clarity on these matters will only emerge after examining the arguments presented by both sides.

Sanjay Saraf, a leader of the Lok Janshakti Party and a member of the Kashmiri Pandit community, has come forward in support of Rakesh Handu. He urged for a comprehensive investigation into the allegations, while also emphasizing the need to ensure the accused’s legal rights and access to due process.

In a social media post, Saraf noted that the arrest and subsequent detention have caused concern among those who know Handu. He expressed hope that the investigation would bring the true facts to light, adding that the community retains its faith in the legal system.

Reports indicate that the police have not yet issued a detailed official public statement regarding the arrest. However, police sources have suggested that this action is part of a broader investigation into recent threats directed at Kashmiri Pandit employees.

Future developments in the case and the evidence that emerges during the investigation will be crucial. Meanwhile, the accused is legally presumed innocent until guilt is proven.
